Statement on Passing of Joseph Pennisi

We are deeply saddened by the passing of Joe Pennisi, founding executive director of FPI, who was instrumental in building our organization from the ground up. Joe came on board in 2015 as our think tank’s first executive director, roughly one year after FPI’s founding. Many of the staff that Joe recruited and hired work at FPI to this day, including myself and our senior team. His steady leadership at the helm of FPI helped shape the conversation in Florida around issues like Medicaid expansion, fixing the state’s upside-down tax code, and investing in affordable housing.

Joe often reiterated that ‘when we all do well, we all do well.’ He strongly advocated for investing in public services and emphasized the need for Florida lawmakers to examine whether tax expenditures were serving their intended purpose. He did all this with a smart sense of humor and a love of the arts and music.

Prior to his work at FPI, Joe lent his policy and budget expertise to serving in a variety of leadership roles for New York State, the City of Albany, and Albany County. We extend our deepest sympathies to Joe’s wife, Mady; his two daughters, Julia and Mary; and the rest of his family and friends.
