The Florida Department of Corrections (DOC), the state’s third largest agency, has had a long history of challenges, ranging from budget cuts, understaffing, an aging population, and dilapidated infrastructure. For years, DOC secretaries have sounded the alarm on the compounding effects of all these challenges and their impacts on those who are incarcerated in the system. For example, in 2021, then-DOC Secretary Mark Inch insisted that the department is “in crisis.” The Legislature has since responded by allocating more funding for repairs and salary increases; furthermore, it commissioned a study to develop a 20-year master plan for DOC. The findings of the study conducted by KPMG — a global consulting firm — were published in late 2023 and revealed that critical investments to the tune of $2.2 billion need to be made to address immediate repair needs. Thus far, the Legislature’s response has failed to measure up. Lawmakers need to identify ways to provide the proposed allocations.
