Esteban Leonardo Santis, PhD

As Policy Analyst at FPI, Esteban focuses his research on state revenue, budget, and the Working Floridians Tax Rebate.

Prior to his employment with FPI, Esteban received his PhD in Public Affairs and Master of Public Administration from the College of Community Innovation and Education at the University of Central Florida. Broadly, his areas of expertise include community-based participatory research, fiscal management, public administration, public sector ethics, and quantitative/qualitative research methods. While completing his Ph.D., Esteban served as an adjunct instructor of public fiscal management for UCF’s School of Public Administration.

To date, Esteban’s research has focused on advancing social equity in administrative practices and has appeared in peer-reviewed journals like Administrative Theory & Praxis, Public Administration Quarterly, and Public Integrity. Additionally, he has been invited to present at several annual conferences, including the American Association of Behavioral Sciences, the American Society for Public Administration, the Public Administration Theory Network, and the Southeastern Conference for Public Administration.

Esteban has also served as an AmeriCorps Public Ally for the Heart of Florida United Way to promote access to the Earned Income Tax Credit (EITC) and the Volunteer Income Tax Assistance (VITA) program across communities susceptible to predatory lenders. Alongside his PhD and MPA, Esteban also holds a bachelor’s degree in Literature.
